These instructions aren't clear to me. How do I use a spacer to shorten the distance between the system above with the system below?

I don't think that a spacer is the correct element to use for this purpose.
Instead try changing one of the following global settings:
- Format > Style... > Page > Max. system distance (reduce it)
- Format > Page settings... > Scaling > Stave space (reduce it slightly)
