Different ways to do this depending on what you want.
If you want to set the tempo permanently, add a tempo value from the Tempo palette.
If you already have a tempo value, you can edit it. If it's a metronome value, just double-click it and change the number. If it's a traditional Italian tempo marking (e.g., "Allegro" or "Lento"), you can modify the tempo it gives the score on the Properties tab of the tempo marking.
If, on the other hand, you simply want to change it temporarily, you can unlock the Play Panel from the upper right. When unlocked, it has a slider that allows you to temporarily slow or speed the piece by a percentage. This will affect any tempo markings in the score by the same percentage.
