Can you create new instruments?

Hello!

Silly question. Can a user create a new instrument? I'm thinking in particular about a snare with Berger Uniline, which is pretty simple/can be worked around, but how hard would it be to develop an instrument from scratch? Having a hard time finding this on the forum.
