How do I set key signatures for parts independently

In the attached file, I am trying to set the key signature for the top an bottom lines to G (1 sharp), and the middle line to C (no sharps/flats). When I change the key signature on one line they all change. How do I override that behavior?

I found the answer. One post I read said to hold Shift when dropping a key signature onto a line, but it turns out that you must use Ctrl.
