Do pianists think this is playable?

Hello. I'm attaching the score to a short piano piece. I've been told that bars 14 - 16 are quite awkward for players and that the sound is "noisy." Can I get any takes on that by pianists? Please note the pedaling, which could free up the right hand to assist with the left hand part.
