how to add this Note
how do I add this "grace note" looking note even though the measure bar already has 4 notes?
(it doesn't sound like a grace note (which plays very fast), but sounds more like its original tempo (16th note))

You need to add two "Grace note after". Select the C# on beat 4 and then click twice in the item at the left of the bottom row shown in the picture of the grace note pallet in this section of the handbook. Your pallet may have things in a different order but it is the Grace note after with two flags that you need, wherever it appears.
