How do I adjust the bars per line to give a fixed number? Sometimes MuseScore spreads one bar over a whole line.

Read the Handbook about "Systems and horizontal spacing":

... and in particular about the use of System breaks and Page breaks (both of which force a new line). Once inserted, these Break symbols can be seen above the last measure of a system.
