Moving an eighth rest
I have a measure with an eighth rest in the wrong place and need to move it within that measure. How do I do that?

Re-enter the notes in their correct position in that measure. That will put the rest where it belongs.
If I misunderstand, perhaps a screenshot would help.

Another possibility: when in note entry mode, if two notes/rests are the same duration, you can select one and press Shift+left/right arrow in the appropriate direction to have the notes/rests trade positions. Sadly, it will ONLY move notes of the same duration, which often limits its utility.
For example, create a measure of different eighth notes (a scale works). Select one of them and press Shift+right arrow. You cannot move the note across a barline, nor trade positions with a note of a different duration. But if all the notes/rests are the same duration, you can use Shift+right/left arrow to move a given note/rest anywhere within the measure.
