Arrange image so that it doesn't break text

I'm working with a music education company making supplemental course materials, they have a background/border they want on every page. I can add it as a background locally under my musescore preferences, but this doesn't export in the pdf (and also doesn't save in the file for archival purposes). I also tried adding it as an image to a frame, but when I adjusted it's size to fill out the whole page, it was pushing the body text to the next page. I sent it to the back, so certain text objects like the title and the copyright footer stayed in place, but the rest got shifted. I've attached a pdf of what I mean.

It would be nice to have image arranging options like in word processors to wrap text, break text, etc. Does anyone know how to achieve this for right now? Obviously not practical to do it manually outside of musescore because the packets are usually around 10 pages and there's a different one for each instrument so it would become very tedious very quickly.
