Untethered Text frames

Please add the ability to put a resizable text block wherever I want it, without it being tethered to a staff, measure, or note. If I put one in a spot, and then change the number of measures, or change staff spacing, or make any other changes, text goes wonky and moves wherever it thinks it should go, and sometimes moves staves completely off the page.

I DON'T WANT THAT! Just leave it alone, dammit. I'm smart enough to respace a page, without changing your paddings and such.
