Incomplete measure causes tempo to change incorrectly

I have multiple scores that have two sections with two different tempos. When any of those scores start with a pickup measure (anacrusis) and therefore have a second incomplete measure at the end of the first section, the second section's tempo starts too early - at the start of the incomplete measure, instead of at the start of the second section.

I'm running Windows 11 and discovered this last week with 4.4.0. I updated to 4.4.1 today and the issue persists. It was not present in 4.3.2.
