Add measures bug in update

When I add measures at beginning, end or middle of score they don't show up correctly. Example: I added two measures to the beginning. It gave me 2 measures of rest grouped, but when I added notes it reverted to one new measure. I've tried several ways but it behaves erratically. I used the right-click, add measures tool.
