Stave Spacing To Top Of Page

First, I'm using Nightly 7b10dcc.
I'm having difficulty getting the spacing I want for the first stave to the top of the page.

See the attached score. Notice the first stave is so far up I've had to move the text up. I've tried to adjust the spacing in General>Page but any changes I make won't happen. Also notice, I had to use Staff Spacer Up on page two so the title wouldn't be covered by the music.

I looked for directions in the Handbook but could find nothing there that I hadn't already tried.
