Filing Issues

I noticed some people have posted in the Issues section (as opposed to on the forum). Sometimes, these have not been bug-related (they've either been a query, or feature request).

To keep it tidy, can we have it that only approved members are allowed to create them (especially when someone else has been able to reproduce it)? They can post within these issues if it pertains to the actual development of the issue.
