Change multiple note lengths at once
I would find it extremely useful if the note lengths of multiple notes could be changed all at once by selecting all of the notes in question before selecting a note length.

Would you be expecting the duration of the measures containing those notes to change? Or rests to appear after the selected notes if shortening, and to overwrite the notes that follow if lengthening?

Your second suggestion. I would expect the same result as if I had selected each note individually and changed their lengths one by one.
I'd like that myself, but I imagine coding it would be much more complicated than you might think, particularly when lengthening notes. Suppose you select four quarter notes in succession and try to dot them? The code would not just have to identify where notes are overwritten by the note you lengthen, but would have to detect where possible overlaps between altered notes occur—and then handle them intelligently. Not a trivial process.

I see why that would be difficult. Maybe it would be better to have this work only for vertical selections (i.e. notes on different staves). Even that would still be very useful.
