Odd copy.
Attached is a picture of a strange artifact - r 1944.
The lower staff was filled in and then another staff added and the part copied.
The odd rest was made invisible by me.
It wasn't until I had made the rest invisible and removed the staccatos that I noticed the difference, and the improper time in the top bar.

I am trying to add a comment to this comment. I want to add a seconf file, but for some reason the "file attachments " is not active.

It is hard to tell from the screen shot but it looks like you have the notes in voice 2 and the rest in voice 1.
Every measure is required to have a full duration of voice 1 notes or rests.

Clicking on anything in that bar references Voice 1, even when voice 2 is selected before checking the note or rest.
