Some Preferences > Shortcuts not working

I have set the TAB shortcuts up-arrow and down-arrow as shown below but they don't seem to be working.
When I press up or down on any score, nothing happens.

The standard left-arrow and right-arrow shortcuts ARE working.

MS 3.4.2 on Windows 10

I'm not understanding - those are the default shortcuts, you don't need to do anything to make those as shown. To be clear: this is what is used in note input mode to move the note input cursor from string to string. It's only on tab staves, and only in note input mode, because that's the only place this cursor appears.

Sorry, insufficient info.

I also changed the up/down shortcuts which change pitch as I was having too many accidents. (I made them ctrl-up and ctrl-down instead.) Ah yes! "only in note input mode" – I expected it to work in normal mode too. Is there any way to move the cursor between strings, in normal mode, using the keyboard? I am using the mouse to select left-hand fingering colours so it involves a lot more movement if I have to click on notes in a score simply to move the cursor to an adjacent string.

You can't move between strings in nornmal mode because you only be on an actual note or rest. So no moving by string, just by note or rest. Which is what you want anyhow, you wouldn't want to have to skip all the empty strings. So just use the shortcut to move to higher/lower note in chord.
