Lines - how can I create a custom line that looks and acts like an above-staff pedal but doesn't affect sound?

In pipe band snare drumming, a hooked line above the music distinguishes between when the lead drummer plays alone, and when the corps players join in (tutti).
I am trying to create a line for my custom pallette that looks similar to a pedal line, but above the staff, and that doesn't actually do anything.
Using add > line > note anchored line, I can make this (although the "allow diagonal" checkbox is acting weird)
But when I add the line above to my custom pallette and then select some notes and click on the pallette line, it doesn't add a matching line for me like I would expect (and like the pedal line does).

What about using an actual pedal line? Place pedal line, press X to flip it above stave, alter the hook lengthes in Inspector to [positive] 1.2.

What you suggested is what I've done in my example, but it causes the snare rolls to "sustain" well past their duration in playback. I need to somehow turn off the pedal effect if I'm going to use an actual pedal marking.

Add a plain line from the pallet and select the desired start and end hooks in the inspector

Yep, better idea. I didn't know that pedal would affect drums. The newly created line drags to the palette and is reusable.

Well, if you don't want pedal effects, don't use a pedal line. Just as if you don't want an 8va you shouldn't use an 8va line. Tools for the job... :-)

I've done what you suggest. see example in OP.
When I add the custom line to my custom pallette and then select some notes and click on the pallette
line, it doesn't add a matching line for me like I would expect (and like the pedal line, volta line etc. does) - instead, it does nothing and I would have to add 100s of individual lines using add > lines > note anchored line to my scores.
I am looking for guidance on a solution to do one of these things:
- how I can remove the "pedal effect" from the pedal line (no obvious option in inspector, but I'd be open to direction on where to meddle and creating a plugin)
OR
- how can I create a line I can add to my pallette that will then be applied to groups of selected notes just like how other lines in other pallettes work?

Don't use a note anchored line. That is a different thing
To be clear the process is:
Repeat 5 & 6 as desired.

I did what I thought I had been doing all along, but starting with the plain line you suggested from the lines pallette instead of add > lines > note-anchored line.

Try loading the palette I attached, above (Lines_20210117b.mpal). The line should be down near the bottom right. Does it work?

I'm going to try this as well - partly because I didn't know you can export a pallette! This is something to add to my pipe band extension :) Thank SO much for patiently helping me figure this out!
