If it is hidden, you can add it by Palettes -> Add Palettes

Click on the link that Shoichi provided you with, go down to the bottom of that page and you will find another link:

Near the bottom of the page, just before the Metrico link, are links to ready made scaleable vector graphics that you can use. Save them to your Documents - Musescore3 - Images folder. They can be added to the palette for future use.
