Move notes horizontally with cut and copy doesn't adjust implied rhythmic value.
I've read other posts on the same subject. They suggest to use cut and paste. Using this method shows and awkward result:
Two tied eight notes (they are equal to a quarter note) starting on an upbeat , when copied to the downbeat keeps the tie instead of writing it down as quarter note.
Is there a solution for this?

This is true, cut and paste takes you literally. If you wish to rewrite the rhythms after you are done with edits like this, use Tools / Regroups Rhythms.
FWIW, your original version wasn't really notated correctly even for starting on the offbeat. It's perfectly fine and really preferable to use a quarter note on an offbeat, but if you do choose to break it with a tie, you also need to break the beam.
