Customizing dynamic velocity

Is it possible to customize the velocity for each of the dynamics, not in a particular sheet music (I know how to do that) but for all new sheet onwards?

For example, the Forte dynamic is set in 96, so every time I add a Forte it sounds (playback) at that volume/velocity. Can I change that dynamic and set it at 90, 100, whatever, for all future uses?
