I have not find a way to move a measure up a system in MuseScore 4. Could someone teach me?

Or if you mean that it has automatically wrapped to the next system and you would rather it hadn't then you probably need to decrease the stretch of some measures (Format>Stretch) or increase the distance between margins or make everything smaller by reducing the staff space scaling (both settings are found in Format>Page settings. Or a combination of those. The point is that measures will only fit on a single system if there is enough space for them. If there isn't they are wrapped to the next system - just like a word processor does with text.
An alternative is to even out the spacing of measures within systems by adding system breaks manually in appropriate places (a bit of an art).

What feature is that? I don't recall using or even seeing that in MuseScore 3. How did it work?

How do you shift measures in MuseScore?
To advance the selection one measure at a time to the right: Press Shift + Ctrl + → (Mac: Shift + Cmd + → ). To advance the selection one measure at a time to the left: Press Shift + Ctrl + ← (Mac: Shift + Cmd + ← ).

Those controls are for navigating from measure to measure. They don't move measures; they just move your input cursor. If that is what you wanted help with, then you have found it yourself. if not, please clarify what it is you want help with.

I think we did because I remember being able to do it before. It's been awhile that I even needed to but today I did need to move measures around to avoid having some measures stretched out. Clicked on everything and wasn't able to move measures around unfortunately.

You probably have inappropriately placed system or page breaks. Just delete the ones in the wrong place and add them in the right place.
