Unable to set a staff to be multi-voice
The instructions in the handbook for setting a staff to be multi-voice read:
1. Open a part (see above)
2. Go to the Instruments panel
3. Expand an instrument by clicking on the triangular dropdown icon
4. Click the settings icon next to the staff name
5. Select which voice(s) you want to appear in your part by ticking/un-ticking the checkboxes under Voices visible in the score
However "Voices visible in the score" does not appear (see attached screenshot).

You mean https://musescore.org/en/handbook/4/parts#choose-which-voices-appear-in… don't you?
You'd see those checkboxes only on parts, not on the full score
