rests are missing
When I first installed musescore, I was able to use all rests with no problem. Now, I can only locate the quarter rest and all of the other rests are gone and I cannot find them anywhere.

First select a duration 6 = half, 5 = quarter, 4 = eighth etc. Then press the rest button on the tool bar or press 0 on your PC keyboard, or click in the score where you want the rest.

Thank you, that is very helpful! How can I get the rests back into my toolbar though? Originally I could get them from the toolbar and not use keyboard inputs.

You can still use the toolbar.
That "quarter rest" icon in the Mu4 toolbar is a representation of the general concept of a rest.
BTW: the dotted quarter note icon in the toolbar is a representation of the general concept of a dotted note.
The actual dot icon in the toolbar now represents staccato.

You don't say which version of Musescore you are using .
The toolbar icon in MU3 was a group of rests of different duration - like this
In Mu4 it is a single quarter note rest - like this
The way they work is exactly the same and as I described. First select the duration, then press the rest button on the toolbar.
If you don't see the rest button in your tool bar (whichever version you are using) you should ensure it is enabled:
