Even Sibelius can't do this. Although it does have a separate font for vibrato or no vibrato.

i do not see the impediment for controlling vibrato. finale has that feature for instruments like garritan stradivarius violin and grofiller cello. the chris hein solo strings have absolute vibrato control. i think it depends on the virtual instrument and not of host software.
