Duplicate instrument
I have spent quite a long time setting up a guitar part for a score, and I have now discovered that in order to add a second guitar part with the same tuning, staves, clefs, key signatures, styling etc I have to re-do every single step of that process manually, one-by-one! This is incredibly frustrating. Please add the ability to simply copy-paste instruments in the "instruments" tab, just with ctrl+C and ctrl+V preferably. This is an extremely basic feature people have been requesting for over 6 years now, per my perusal of the forums.

When I add a second guitar stave, it inherits all the clefs, key signatures, time signatures, staves from the first. I get the same thing when I add any other instrument. Perhaps I don't understand what you're asking?
Assuming that you are talking about something that doesn't happen automagically, the way to deal with that would be to create two guitar instruments (staves) initially.

What basic feature are you talking about exactly? Can you provide a link to such a discussion? When you add a second instrument, indeed, clefs, key signatures, time signatures are strictly respected, of course - image below. If this is not the case for you, please attach a score showing this.
On the other hand, and this is probably what you are pointing out (?), it is true that the tuning of the first guitar (say a Dropped D) will not be "copied" into the second guitar. And why should this be the default? It's not necessarily what another user would want.
That said, there are a number of presets in V4 that virtually automate the task - image below.

Thanks for showing the hidden tuning preset menu. Although I'm using a fairly nonstandard tuning, so I still have to edit it one-by-one, this is somewhat faster. Are there any plans to allow saving custom tuning presets to this menu?

Not to this menu. But, from a new score once your "fairly nonstandard tuning" done (or from an existing score after removing the content and renaming it...), save it as a custom template for reuse as your wish:
