Staccato moves from note centered to stem centered.

The Staccato note in the treble clef is in voice 1. The staccato note in the bass clef is in voice 2

The 2 pics attached show that the bass clef and treble clef act in a different manner when the stem direction is changed.

I know to select the staccato note and change it, but this does not seem correct.

I'm not quite understanding what you are wanting here. The rule being followed is, if a staccato dot is on the notehead side, it is centered against the notehead, regardless of stem direction. If the dot is on the stem side, it is centered against the stem, again regardless of stem direction. Your pictures seem perfectly consistent with this. In #1, the top staff has the dot on the notehead side, so it's centered there, but the bottom staff has the dot on the stem side, so it's centered there. The second picture shows that if you flip things aroudn so the dot is on the notehead side for the bottom staff, the dot centers there. So all seems correct to me.

Maybe your question is more about why the dot appeared on the stem side by default on the bottom staff in #1? It's because of the multiple voices. Here the rule is, with a single voice only, the dot appears on the notehead side by default, but with multiple voices, it appears on the stem side by default. This is normally necessary so it is clear which voice each dot applies to.
