"Make Into System" command (as in sibelius)

Sometimes I want specific bars to one row. Make into system command would make this quicker vs. making line breaks and using stretch command. And sometimes I want to make really tight system and Decrease stretch doesn't decrease enough, I can't make measures to fit one row.

Agreed. I have floated some ideas for this in the fairly recent past but I'll be darned if I can find the thread(s). Basically I was proposing implementing something like this as an attribute you could set on a line break, also options to prevent certain line from filling to the right margin, enabling/disabling Hide empty staves for that system alone, etc.
For now, if decrease stretch doesn't go far enough, that would have to be because your "Minimum note distance" is too high in Style / General / Measure. So have a look there.
