So, I am writing a piece for band in continuous mode. I want certain instruments showing at certain parts. I don't want just empty bar lines. I tried Style, general, hide empty staves. It isn't working.

Hypothesis: add instruments (press 'i') then make them invisible?

Well, not all instruments fit on it so... I can't.

Layout->Page settings->Page size A3
or Layout->Page settings->Scaling...

To make sure you understand. It's a very good idea to enter the score in continuous view. You want hide empty staves turned off, at least until there are notes on every staff. Then when you switch to page view, with the appropriate settings, you will get only and all of staves that have notes entered in them.
