That isn't helpful, since it doesn't completely solve the problem. It essentially tells us how to copy music from one staff to the next, and how to make the copies music small in size. That's not correct. Cue notes must be in another voice, and the main voice must have full bar rests. More importantly, cue notes must not be visible in the score, and only rests can be allowed.
There appears to be no easy way to create cue notes in parts.
That link was very helpful in that it shows a workaround to get at least something in todays versions until proper support for cue notes is implemented.

Select cue notes -> switch voices 1-4 to create the rest
