Staff Spacer Up Doesn't Work
I want the first line of measures go down so I can take some notes.
I add "Staff Spacer Up" to it and elongate the spacer but the measures doesn't go down.
How to do that?

Select the Title frame, via Inspector set the bottom gap.
Indeed, the gap on the frame would be the way to create addition space, or just add another frame, depending on your goal. Spacer up works between systems staves or but not to a frame.
