This plugin needs the desktop program MuseScore, for Windows, macOS or Linux in version 2.x or 3.x.
If by "app" you refer to the MuseScore mobile apps for Andoid and iOS: those won't make any use of this plugin.
I don't know for sure that this is what they were asking for, but on my Macbook Air when I try to download the plugin, it says that I don't have the right application to open the plugin. I think they may have been asking what app we are supposed to use to open the file? I have both musescore 2 and 3, so that's not the application I'm missing I presume. The download contains one file called "checkParallels_0.qml" if that's any help. Thanks!
