1) Download the attached scores
2) Try to upload these scores to the website
3) View their page on the website. It should either be completely blank or unable to play.

You mean the upload onto the Musicalion website doesn't work?
Or are you talking about "File > Save online" and the musescore.com website?

I'm talking about the step past "File > Save Online" where the score is processing on Musescore.com. It doesn't seem to finish, even after long waits (full days) or re-uploads.
Then you opened this issue against the wrong project ("Musicalion Upload manager" rather than "MuseScore"). As that can't get changed, there's nothing we can do but close it.
On the other hand the issue tracker also won't work for problems against musescore.com, which is where those score would end up, so you'd need to bring this problem up over there, like in https://musescore.com/groups/improving-musescore-com/
