Whole measure rest symbol in split measure

When I split a common time measure before the last quarter note (3 beats in the first measure, 1 beat in the last measure) then an instrument that has no notes in the 1 beat measure shows a whole measure rest symbol. Is there a way (perhaps in the preferences, etc.) to have that rest show as a quarter note rest symbol?

I am using split measures to separate repeats and Dal segno al Fine, etc. so the pickups can be on separate lines in the score.
