1. Space between staves with a system and between systems are both set in Style->Edit General Style->Page.
2. If you mean stretch out the measure but keep the same notes, it's Layout->Add More Stretch. If you mean add more beats, then either change the time signature (using the Time Signature palette) or right click, Measure Properties, and increase the actual number of beats.
3. Playback start position is whatever note you've clicked. Repeat playback is based on the actual repeats bars in the score.
