Repeat marks prevent MIDI velocity changes in hairpins from working
If a repeat mark (repeat1Bar) is used (as opposed to literally copying/pasting the previous measure), the MIDI velocity changes called for in the hairpin (set using the Inspector) do not take effect.
The attached score demonstrates the issue.

Most music writers expect the measure repeat symbol to be used for identical measure repeats, so a volume change during a measure repeat is unusual though not unheard of. When I made a measure with alternating p and f notes it repeated correctly as I would expect. See measure 41 of the attached.
