Concert Pitch button has no effect

I setup a blank score with no key signature (C key). Instrument show transposed key signatures, such as two sharps for Bb clarinet. This is correct when viewing a transposed score, however pressing the Concert Pitch button does not change any of the key signatures (nor does the Concert Pitch menu item).
