NEED THIS TO BE EASIER
Is there a better way to remove every measure two 2 half rest with one whole rest without going through every single one?
The reason I asked is because I am making a medley for my school and it's an entire symphony so I pasted a score on top and for some reason empty measures have two half rests

Not sure what you could done to cause empty measures to contain half rests - maybe copying and pasting between 4/4 and 2/4 or something like that? Anyhow, the "normal" way to restore the measures to their original empty status would be to select them (as many at a time as you can) then hit Delete. So ideally you could do that in just a few steps - a few big groupings of empty measures that you can select in just a few batches. If instead you have individual empty measures with this problem scattered all over your score, it will indeed be more work. Sorry, but this isn't a common situation to get into, so there isn't a single command to fix it.

Ok thanks for telling me if not who know how long i would be doing it for
One techie way would be to save a copy of your .mscz file to .mscx instead, which gives you a text file that can be modified by a text editor. Then open that file with your favorite text editor, find and compare a 2 half note measure with a corrected measure, and then do a global search and replace changing all the 2 half note rest measures with whole rest measures.
If you upload your .mscz file to here I could attempt it and post a corrected version in short order.
