Changing the number of staves within a piece

Rather than having my percussion parts that only play in a few parts of the piece, I would like to know how to have the percussion staff only in the first 16 bars, eliminating the vocal line-and then vice versa when there is singing but no percussion. Too many rests for long periods.

I would also like the option of single line percussion when it is only a tambourine or single instrument.
