Sure, either create a new common time score and specify a 3/8 pickup measure or change the first measure (right click first measure, select Measure Properties) and change the "actual" value to 3/8.
Or, make the pickup 2/4, enter a rest on the first beat, then hide it.

I was going to suggest that (not hiding the rest), but have seen it both ways and wasn't sure if there was a common or accepted approach. Hiding the rest does introduce some extra, albeit small, space.

The only thing about not hiding the rest is is that it suggests an instrument has a note there.
This could mean a false start in an ensemble situation where the players wait for someone to play that "note".

Is a problem if you have a repeat that includes the pick up - with a short last bar before the repeat. Common in Celtic.

The pickup would normally be repeated at the end of the last bar before the repeat, so the opening repeat can start at the first full bar. But fi you wish instead to make the last bar before the repeat also be incomplete, and make sure it and the first pickup bar add up correctly, then it should work to do it that way.

Yes and thanks. But if there's a different PU or no PU for the B part, then you would have to do a 1st time/2nd time thing (volta?), and that's more complex.
