1 - Since a complete lack of barlines... ...and the changes should be applied to the entire staff.
Edit 1- It works, explanations are ambigous : [shift] has to be hold while mouse dragging for the fonction to work, not for precision (0,1 sp) purpose.
In inspector : no luck with the given numbers, see pic results :
What am I missing ? Could someone reword pls ?
2 - "You may want to set the barlines back... ...but remember to hold down [Ctrl], or else the entire staff will be reset."
Not clear or at least incomplete.

1. While you are dragging the line are you holding down the shift key? If you are not, this will not work. I have done it before, an I just tested it again in 2.1-RC build fecf0a7 and it worked exactly as the handbook explained. I'll rephrase it to maybe help you understand better.
Double click a barline to enter edit mode.
While dragging the bottom of the barline to the top of the staff below it, hold down the shift key.
Next, Drag the top of the barline to the bottom of its staff while holding the shift key. Deselect the barline and the change will be applied to all the barlines on that staff.
2. At the end of the score or at the end of a line, you may want the barlines back to normal. To change one barline at a time. Hold down the ctrl key in edit mode while dragging the ends of the barline to the proper place. If you do not hold down the ctrl key while doing this, all of the barlines on the staff will be changed.
I hope this helps. BTW, from what I've seen your English is very sufficient to communicate with a native speaker.

I'm not able to make the inspector method work in 2.1-RC. It worked before so I don't know what happened.
