I find this setting does nothing. No matter how much I increase it the distance between the staves doesn't change.

Staff distance only affects distance between staves for different instruments within a system. Like between the flute and clarinet part in a score. It does not affect distance between systems (that's system distance, and this can also be masked by the page fill mechanism), nor does it affect distance between the staves within a single instrument like the two staves of a piano part (that's accolade distance).
