It allows you to add alterations to chords like b9, etc. But really, there should be no reason to use this. Simply type the alterations you want. You do have to match the way Musescore expects them to be typed, but if you run Plugins / Lead Sheet / Create Chord Chart, you can get a complete list. The harmony properties dialog won't do anything you can't do by typing. Well, it will let you create chords with more / different sets of alterations, but they won't display correctly, so there is relly no point.
