Is there anyway a surplus quaver rest can be removed in a 2/4 time bar with 3 quavers apart from greying it out?

In 2/4 time the fourth quaver rest is not 'surplus'. It's needed to fill out the 2 full beats.
Having stated that...
If you truly do need a measure with 3 quavers and no rest, right click on the measure and in 'Measure Properties' change the 'Measure Duration' to Actual: 3 / 8
