Page breaks in large score

I have our local carols in a multi-page score with each carol starting on a new page. This will be printed in book form. Some carols go onto a second page, so I want to make sure that both pages are visible when the book is open, so the first page needs to be on an even numbered page.
If I enter a section break it doesn't create a blank page, only a new page.
I tried creating a blank score to move the pages on, but this goes awry if any of the previous scores are extended or shortened.
Is there a way to solve this?
