Inspector? Not sure what you mean; breath marks are placed using the Palette and can then be movdd the usual ways (eg, drag, or double-click plus cursor).
The default position is indeed lower than what I am accustomed to.

They can be moved in conventional ways, of course. If they are present in an entire score select all of the Similar Elements and use Inspector is a way to adjust them with just a few clicks.
