Handbook page names

Hello everyone

How is the file name in the URL of translated pages set? For example, the page name in the URL for the "Install on Windows" page is "install-windows", but the Afrikaans page (which is called "Installeer op Windows" has a page name "installeer-op-windows" in the URL (instead of e.g. "installeer-windows").

Can these page names be changed? I suspect that they are generated when the page is first created (e.g. when a translator first creates a translated version of the page) and then always remain the same -- is that so?
