When I try to open Musescore 2.0.3 on Windows 10 all I get is a black window.
When I use the shortcut on my screen only a black window comes up. It is not shown running in task manager. If I click on it it turns white and tells me that musescore is not responding. See picture below.

First, there is something funky going on with your system. This usually means you are out of memory. MuseScore2.0.3 is a quite old version and you should upgrade. After you upgrade (the latest version is 2.3.2 ) we can see if the problem still persists. You may first try to restart your computer to see if that fixes the problem.
