I can no longer find the criteria on the left hand side of the program which shows measures, key signatures, dynamics etc. to click on. How do I bring it back? I did delete and reinstall.

Press F9 ?
Reinstall almost never fixes such problems, revert to factory settings almost always does. But here indeed either seems overhead, just enabling the View > Palette (or F9) again should do
