Setting number of measures per line

How do I set up a page to always have 4 measures per line, with the exception that the first line has 4 measures plus a pickup measure?

Select the first measure that is not the pickup, then press ctrl+shift+end to select to the end of the score. You can then use Format->Add/Remove system breaks.
